The Office of the Prosecutor of the International Criminal Court confirmed the opening of a preliminary examination into crimes allegedly committed by FDLR forces in North Kivu between 2022 and the present. The examination covers four categories of alleged crimes: murder and extermination as crimes against humanity, rape and sexual slavery, forcible transfer of population, and pillage.
Evidence Base
The examination draws on reports compiled by the UN Group of Experts, the Mapping Report, and testimony gathered by local civil society organizations. The Prosecutor's office noted the particular quality of documentation produced by Kivu-based human rights monitors over the past three years, describing it as among the most rigorous it had reviewed for any preliminary examination.
